A significant sum of ₹20 lakh, originally evaded as stamp duty, has been successfully recovered thanks to the timely intervention of the Upa-Lokayukta. This action also led to a corrupt Sub-Registrar facing government penalties for his illicit activities.
The case unfolded after Upa-Lokayukta P. Rajani received a complaint from Y. Rama Krishna, a resident of Adoni. Mr. Krishna accused R. Rajasekhar, who was then the Sub-Registrar of Adoni, of engaging in corrupt practices. Specifically, he alleged that Rajasekhar illegally registered a document without collecting the full and correct stamp duty, a clear violation of Section 27 of the Indian Stamps Act. This fraudulent act resulted in a considerable financial loss of ₹20.26 lakh.
Following the Upa-Lokayukta’s official notices, the Inspector General of the Registration and Stamps Department launched a thorough inquiry. As a result, the outstanding stamp duty was successfully recovered from the involved parties. Furthermore, disciplinary action was taken against the Sub-Registrar, leading to a penalty of a three-year increment stoppage without cumulative effect, in accordance with the A.P. Civil Services (CCA) Rules, 1991.
The Upa-Lokayukta expressed sincere appreciation for the complainant’s courage and diligence in bringing this significant irregularity to the attention of the institution.
