Tamil Nadu’s Proactive Social Welfare: Minister Geetha Jeevan on Healthcare, Transgender Rights, and Child Care

In a revealing interview with The Hindu, Tamil Nadu’s Minister for Social Welfare and Women Empowerment, P. Geetha Jeevan, provided a detailed look into the state’s progressive initiatives aimed at enhancing the lives of its citizens. The Minister discussed ongoing programs and exciting new schemes concerning geriatric care, transgender welfare, and the well-being of children.

Prioritizing Geriatric Care

Addressing the rising elderly population—projected to reach 18.2% by 2031 from its current 13.6%, ranking second among Indian states—Minister Jeevan affirmed the government’s unwavering commitment to senior citizens. Tamil Nadu has already launched its comprehensive State Policy on Senior Citizens, providing a clear blueprint for their welfare. Key actions include establishing at least one government-supported old age home in every district and developing integrated campuses that cater to both children and the elderly, fostering intergenerational connections.

An exciting new initiative, ‘Anbucholai,’ a dedicated day care center for senior citizens, is set to be inaugurated by the Chief Minister soon. Plans are underway for 24 such centers across 13 districts, operating in partnership with NGOs and offering transportation, nutritious food, and engaging recreational activities. Additionally, the Health Department is bolstering geriatric care services statewide to ensure comprehensive support for the elderly.

Ensuring Safety and Well-being in Children’s Homes

Concerns regarding the quality of care in children’s homes are being actively addressed. Minister Jeevan reported that between 2021 and 2023, over 600 non-compliant children’s homes were shut down. Regular, stringent inspections are now standard practice, complemented by mandatory counseling sessions that empower children to voice their challenges openly. A significant change mandates that children in government homes attend nearby public schools, complete with transportation, rather than in-house facilities. This encourages broader social interaction and helps children adapt to the wider world.

Furthermore, the ‘Anbu Karangal’ scheme is promoting a family-like environment by guiding parents or guardians to care for their children at home whenever possible. Protocols and inspections will continue to be strengthened to prevent adverse incidents and ensure the safety and psychological well-being of all inmates.

Championing Transgender Rights and Inclusion

Tamil Nadu has long been a trailblazer in supporting its transgender community. Minister Jeevan proudly recalled the establishment of India’s first dedicated Transgender Welfare Board in 2008 by then-Chief Minister M. Karunanidhi, an initiative that significantly boosted confidence and public visibility for transgenders. The Social Welfare Department collaborates closely with other ministries, including higher education and revenue, to formulate policies that ensure access to higher education and stable housing.

For the past four years, the government has offered a ₹50,000 subsidy to help transgenders establish their own businesses. Upcoming ‘Aran’ homes in Chennai and Madurai, soon to be inaugurated by the Chief Minister, will offer immediate shelter to those who have left their family homes, providing a safe space to continue education and employment. This vital initiative is slated for expansion to other regions based on demand.

Achieving Population Stabilization

Tamil Nadu boasts a remarkable total fertility rate (TFR) of 1.4, well below the replacement level of 2.1—a significant achievement in population stabilization. Minister Jeevan credited this success to the state’s profound emphasis on education and public awareness. Improved literacy and general awareness have empowered citizens with better knowledge of family planning, maternal and child health, and reproductive health. The state’s consistent investment in accessible healthcare facilities, comprehensive contraceptive services, and robust counseling programs ensures that individuals have both the information and resources to make informed reproductive choices.

Measuring the Impact of Flagship Schemes

Discussing the success of flagship schemes like the Kalaignar Women’s Rights Grants and Pudumai Penn, Minister Jeevan highlighted their tangible impacts beyond mere beneficiary numbers. These initiatives have substantially increased savings among women and students. The Kalaignar Women’s Rights Grants, specifically targeting needy women with annual incomes below ₹2.5 lakh, have played a crucial role in reducing the number of people living below the poverty line and significantly improving their livelihoods.

Similarly, the Pudumai Penn and Tamil Pudalvan schemes have led to a noticeable increase in college enrollment rates. The Chief Minister has also mandated surveys to meticulously verify that funds provided through these schemes are utilized for their intended purposes, ensuring accountability and maximizing their positive social and economic outcomes.
