The Election Commission of India (ECI) has rolled out Phase Two of its Special Intensive Revision (SIR) for electoral rolls, effective from October 28, 2025. This significant exercise will take place across 12 Indian States and Union Territories, encompassing a massive 51 crore voters. The regions included in this phase are Andaman and Nicobar Islands, Goa, Puducherry, Chhattisgarh, Gujarat, Kerala, Madhya Pradesh, Uttar Pradesh, Rajasthan, West Bengal, Tamil Nadu, and Lakshadweep.
This follows the successful first phase of the SIR, which was conducted in Bihar. That initial effort resulted in the removal of over 68 lakh names from the electoral rolls, highlighting the importance and scale of this revision process.
For the current phase, a thorough house-to-house enumeration will be carried out over an entire month, from November 4 to December 4. Following this, the draft electoral rolls are scheduled to be published on December 9.
To assist citizens in this revision, the ECI has issued a list of ‘Indicative (not Exhaustive) Documents’ that can be used. It’s important to note that no specific document is required during the initial enumeration process.

- Any identity card or pension payment order issued to a regular employee/pensioner by the Central Government, State Government, or a Public Sector Undertaking (PSU).
- Any identity cards, certificates, or documents provided by the Indian government, banks, local authorities, or PSUs.
- A birth certificate issued by the competent authority.
- A valid Passport.
- Matriculation or any other educational certificate issued by recognized Boards/Universities.
- A Permanent Resident Certificate issued by the State authority.
- Forest Rights Certificate.
- OBC/ST/SC or any other caste certificate.
- National Register of Citizens (where applicable).
- A family register prepared by State or Local authorities.
- Any land or house allotment certificate issued by the Government.
- Regarding Aadhaar, the Commission’s specific directives issued via letter No. 23/2025-ERS/Vol.II dated 9.09.2025 will apply.
