Prime Minister Narendra Modi proudly declared on Wednesday, October 29, 2025, that India’s maritime sector has achieved “historic” progress. He highlighted impressive milestones, including the doubling of major port capacities, a significant surge in cruise tourism, and an astounding 700% increase in inland cargo movement. “Today, India’s ports are recognized among the finest in the developing world,” he stated, emphasizing the nation’s rising stature.
The Prime Minister’s remarks were delivered at the Maritime Leaders’ Conclave, a key event of India Maritime Week, held at the NESCO Ground in Mumbai.
During the conclave, PM Modi inaugurated new initiatives for the shipping and shipbuilding industries, totaling an impressive ₹2.2 lakh crore. This substantial investment includes the acquisition of 437 new vessels and the signing of multiple Memoranda of Understanding (MoUs) aimed at boosting port-led industrialization, fostering sustainable maritime practices, and advancing shipbuilding capabilities.
Reflecting on the event’s evolution, PM Modi noted, “The inaugural India Maritime Week took place right here in Mumbai in 2016. Today, it has transformed into a truly global summit, with representatives from 85 countries participating. This widespread presence, including shipping magnates, innovative start-ups, key policymakers, and investors, sends a powerful message about India’s growing importance in the maritime world.”
He further emphasized that the signed MoUs underscore the international community’s profound confidence in India’s maritime prowess. “Your collective presence here,” he added, “is a testament to our shared dedication towards advancing global maritime development.”
Modi highlighted 2025 as a “crucial year” for India’s maritime capabilities, proudly mentioning the operationalization of the Vizhinjam deep-water transit hub, calling it a “matter of pride for every Indian.” He also praised the exceptional performance of ports like Kandla and JNPT, noting that JNPT’s handling capacity has doubled, solidifying its position as India’s largest container port.
Embracing Next-Generation Reforms
Discussing the government’s commitment to enhancing shipping and port efficiency and safety, PM Modi asserted, “We are taking significant strides forward. We have replaced outdated legislation with modern, futuristic 21st-century laws designed to bolster sustainability and drive digitization across our ports.” He highlighted improvements in port safety and the simplification of business operations. Specifically, he noted that the new Coastal Shipping Act aims to streamline trade, ensuring balanced development along India’s extensive coastline by standardizing procedures and drastically reducing documentation requirements.
Boosting Logistic Performance
Addressing India’s logistics performance, the Prime Minister proudly stated, “India’s ranking in the World Bank’s Logistics Performance Index has significantly improved.”
He further shared impressive figures, revealing that the number of Indian seafarers has grown from 1.25 lakh to 3 lakh, positioning India among the top three nations globally in this vital sector.
Shipbuilding: A National Priority
“Our strategy is centered on the blue economy and sustainable coastal development,” PM Modi articulated. “Shipbuilding also stands as a paramount priority for our nation. India once held a prominent position as a global hub for waterborne trade.”
“India is making remarkable progress in shipbuilding,” Modi affirmed. He announced significant reforms aimed at providing new financing options and easier credit access. “The government plans to invest ₹70,000 crore to boost both greenfield and brownfield port projects, which will, in turn, generate extensive employment opportunities for our youth.”
He also invoked historical pride, noting, “Chhatrapati Shivaji Maharaj’s influence extended even to the ancient Arab sea trade routes.”
Furthermore, he revealed a substantial investment of ₹76,000 crore dedicated to the development of the Vadhavan Port.
“Our aim is to significantly enhance India’s overall capabilities,” he declared, extending an invitation for collaboration. “We actively welcome your innovative ideas, groundbreaking innovations, and strategic investments. Public-Private Partnerships (PPP) are seeing a consistent rise, and we are providing incentives to states to attract even greater investment.”

Concluding his address, PM Modi asserted, “When the global seas are turbulent, the world naturally seeks a steady lighthouse. India is poised to fulfill this role with remarkable strength.” He positioned India as a symbol of autonomy and inclusive growth amidst various global tensions.
