The Election Commission of India (ECI) confirmed on Sunday, September 28, 2025, that the by-election for the Nuapada assembly constituency in Odisha is highly probable to be conducted concurrently with the forthcoming Bihar elections.
In a detailed press statement, the ECI announced the significant deployment of 470 officers. These central observers, specializing in general, police, and expenditure matters, will be spread across various states to oversee both the Bihar Assembly polls and the by-elections in seven different states, including the critical Nuapada segment in Odisha.
The commission emphasized that these observers will operate under its direct supervision, control, and disciplinary authority from their initial appointment until the entire election process concludes. Their crucial role is to serve as the “eyes and ears” of the ECI, providing regular and as-needed reports to the central panel, ensuring transparency and fairness.
The necessity for the Nuapada Assembly by-election arose following the unfortunate passing of the sitting MLA, Rajendra Dholakia, on September 8, due to health complications. Dholakia was a prominent political figure, having served as a four-time MLA representing the Nuapada seat. He also held a ministerial position in the Naveen Patnaik cabinet from 2022 to 2024.
His demise has consequently altered the legislative landscape, bringing the BJD’s representation in the 147-member assembly down to 50 MLAs. Meanwhile, the BJP holds 78 seats, the Congress 14, CPI(M) 1, and there are three independent legislators.
