In a significant move to combat illegal disposal practices, the Local Self-Government department in Kerala has implemented tough restrictions on the movement of poultry waste between districts. These new directives aim to prevent unauthorized transportation and environmentally damaging dumping.
The latest mandate prohibits inter-district transport of poultry waste, except under specific conditions laid out by the State Pollution Control Board (PCB). Permissions will be granted only if a rendering plant in an adjacent district is more accessible than local facilities, or if plants within the same district lack sufficient processing capacity. Exceptions also apply if local plants are non-functional due to breakdowns or other approved circumstances, or if explicitly sanctioned by the District Level Facilitation and Monitoring Committee.
To ensure compliance, the department has authorized sub-divisional magistrates, municipal secretaries, panchayat secretaries, and enforcement officers to impound any vehicles found transporting poultry waste in contravention of these regulations. Following confiscation, these vehicles may be auctioned, but only after their owners have been given a fair opportunity to present their case. This initiative underscores Kerala’s commitment to responsible waste management and environmental safeguarding.
