The Haryana IAS Officers’ Association recently called upon both the State government and the Chandigarh administration to urgently and thoroughly investigate the serious concerns raised by senior bureaucrat Amneet P. Kumar, whose husband, IPS officer Y. Puran Kumar, tragically passed away on October 7.
Expressing deep sorrow over the loss, the association lauded Mr. Kumar for his integrity and steadfast dedication to public service, emphasizing that his contributions would be remembered with profound respect.
They specifically pressed the Haryana government and the Union Territory administration to approach the allegations presented by Ms. Amneet P. Kumar in her official complaints to the Chief Minister and the Chandigarh Police with “utmost seriousness, sensitivity, and due consideration for the gravity of the circumstances.”

The association further highlighted Ms. Kumar’s submission, stating that the First Information Report (FIR) filed under Section 308 (3) of the BNS, 2023, at Rohtak’s Urban Estate Police Station on October 6, including all its allegations, requires a “fair, transparent, and impartial investigation” to uncover the full truth behind this tragic event.
During a meeting, the association passed a resolution offering its full solidarity and support to the IPS officer’s family during “this period of profound hardship and sorrow.”
Support for Amneet Kumar and Her Family Urged
Additionally, the association formally requested the Haryana government to extend comprehensive protection, legal aid, institutional support, and any other necessary assistance to Amneet Kumar and her family.
Meanwhile, the Chandigarh police have established a six-member Special Investigation Team (SIT) to probe the matter. However, the IPS officer’s family has yet to consent to a post-mortem examination, with his wife raising concerns about “incomplete information” in the initially filed FIR.

Sources reveal that the deceased, a 2001-batch Indian Police Service (IPS) officer serving as Inspector General at Rohtak’s Police Training Centre (PTC), left behind an eight-page note. In this note, he reportedly named several senior officers, detailing years of “mental harassment” and humiliation he endured.
Amneet P. Kumar, herself a distinguished IAS officer, currently holds the significant position of Commissioner and Secretary within the Haryana government.
In her formal complaint to the Chandigarh Police on Wednesday, Ms. Kumar explicitly requested an FIR against the Haryana DGP and Rohtak SP. She sought charges under Section 108 BNS, 2023 (abetment of suicide), alongside other relevant provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, and demanded their immediate arrest.
In his detailed eight-page ‘final note’, the officer specifically accused eight senior IPS officers, including Haryana DGP Shatrujeet Kapur and Rohtak SP Narendra Bijarniya, of allegedly subjecting him to harassment and maligning his reputation.
On Thursday, October 9, 2025, Amneet P. Kumar appealed directly to the Haryana Chief Minister, seeking swift intervention to ensure a First Information Report (FIR) was promptly registered against all individuals named in her husband’s ‘suicide note’ and her subsequent complaint to the Chandigarh police, in full adherence to legal procedures.
