A senior Assam Civil Service (ACS) officer, recently apprehended on charges of accumulating wealth far exceeding her legitimate earnings, has been found to possess assets an astounding 400 times greater than her known income sources. This startling revelation was made public by Chief Minister Himanta Biswa Sarma on Tuesday, September 16, 2025.
Chief Minister Sarma emphasized that the state is committed to ensuring full legal accountability for the officer, with punitive actions extending beyond mere suspension or dismissal from service.
The arrest of ACS officer Nupur Borah by the Chief Minister’s Special Vigilance Cell followed extensive searches at her properties. These operations on Monday, September 15, 2025, yielded a significant haul: over ₹92.50 lakh in cash and jewelry valued at nearly ₹1.5 crore.
At the time of her apprehension, Ms. Borah held the position of Circle Officer in Goraimari, within the Kamrup district.
Speaking to reporters during an event in Baksa district, Mr. Sarma reiterated the gravity of the situation. “She had amassed wealth 400 times more than her known sources of income. We believe that mere suspension or dismissal from the job will not be sufficient. We are determined to pursue stringent penal measures through the appropriate legal channels,” he stated.
The Chief Minister also confirmed that other individuals are implicated in the case and are currently undergoing questioning.
He urged the public to remain vigilant, appealing to them to report any instances of officials soliciting bribes.
According to Mr. Sarma, Ms. Borah had been under close surveillance for the past six months. Her involvement in an illicit land transfer deal during her tenure as Circle Officer in Barpeta had led to her subsequent transfer from that district.
In Guwahati, Senior Superintendent of Police (SSP) Rosie Kalita of the CM’s Special Vigilance Cell elaborated that Ms. Borah’s arrest was the result of a thorough preliminary inquiry.
“Our teams conducted searches at her apartment in Guwahati and a rented property in Barpeta, leading to the recovery of over ₹92.50 lakh in cash. This marks the largest cash seizure by our cell to date,” Ms. Kalita disclosed.
SSP Kalita further revealed that the arrested officer reportedly owns two land plots and three apartments in Guwahati, in addition to the substantial cash and jewelry already confiscated.
She concluded by stating, “All these are initial findings, and the investigations are actively continuing.”
