This new directive, outlined in G.O. MS. No. 376 issued on October 15, 2025, makes it compulsory for all retail shops, bars, and in-house establishments to scan a unique QR code on each bottle before sale. This measure aims to establish clear accountability and effectively prevent the distribution of counterfeit or unverified alcoholic beverages, safeguarding consumers from dangerous products.
Enhancing Product Integrity
A strong emphasis has been placed on instituting comprehensive monitoring systems across all licensed outlets. The primary goal is to ensure that only liquor supplied by the A.P. State Beverages Corporation Limited (APSBCL) is sold, thereby maintaining stringent quality standards. This proactive step comes in response to recurring reports of illicitly prepared and unverified liquor circulating in various areas, which poses a serious and direct threat to public health.
To definitively eliminate such harmful activities, the Director of Excise & Prohibition submitted a proposal for a detailed verification mechanism. This system requires meticulous checks of each bottle’s seal integrity, cap condition, and hologram authenticity. Crucially, the QR code printed on every bottle must be scanned using the official ‘A.P. Excise Suraksha App’. The verification results, which include the brand, batch number, QR verification timestamp, and overall status, are then meticulously recorded in the Daily Liquor Genuineness Verification Register (DLGVR).
Instant Verification for Public Safety
The ‘A.P. Excise Suraksha App’ is designed to fetch real-time data directly from the Excise ERP system, displaying instant verification results. Prohibition & Excise officers are now mandated to conduct daily random checks by scanning QR codes on bottles available in shops and bars, ensuring ongoing product authenticity. This rigorous oversight means licensees bear full responsibility for guaranteeing that all liquor sold is genuine and procured exclusively from APSBCL depots.
Furthermore, the ‘AP Excise Suraksha App’ is also made available to the general public, empowering consumers to check the genuineness of liquor products themselves and easily lodge complaints via a 24×7 Excise Control Room or WhatsApp helpline number.

The government has declared a zero-tolerance policy against the manufacture and circulation of adulterated, spurious, non-duty paid, or any liquor products that deviate from the verified excise supply chain.
