Andhra Pradesh Government Faces Allegations of Misleading Assembly on State Borrowings

The TDP-led coalition government in Andhra Pradesh is currently under fire, as YSR Congress Party (YSRCP) leader and former Finance Minister Buggana Rajendranath Reddy accuses them of deliberately misrepresenting the State’s borrowing figures to the Legislative Assembly.

In a detailed statement released on Tuesday, Mr. Rajendranath highlighted that the government’s official response to starred Question No. 973 during the ongoing Assembly session contained glaring factual inaccuracies. This specific question had requested a breakdown of borrowings for the current financial year 2025–26 up to August 31.

The government’s submitted reply indicated total debt receipts of ₹44,364.06 crore, with ₹9,058.25 crore in repayments, resulting in a net borrowing figure of ₹35,305.81 crore. However, Mr. Rajendranath vehemently disputes these numbers, stating they directly contradict data made public by the Comptroller and Auditor General of India (CAG).

Drawing on the CAG’s Monthly Key Indicators, he revealed that the State’s revenue receipts by August 31 stood at ₹61,578.44 crore, augmented by loan recoveries of ₹31.25 crore, summing up to ₹61,609.50 crore in non-borrowing receipts. In stark contrast, the total expenditure, including advances, for the identical period reached an alarming ₹1,16,626.53 crore. “The CAG report unequivocally demonstrates that borrowings and liabilities covered an expenditure of ₹55,901.43 crore,” Mr. Rajendranath emphasized.

He further clarified that this substantial figure comprises ₹29,224.84 crore from net public debt and an additional ₹26,676.33 crore from net public accounts.

“Despite such clear evidence, the government expects this august House to accept that total liabilities incurred until August 31 were merely ₹35,305.81 crore. How can such a blatant contradiction not undermine the government’s credibility? Does this not constitute a deception of the very people whose representatives are seated in this Assembly?” he questioned, demanding accountability.
