Velur has made history as Kerala’s first local governing body to fully implement National Legal Guardianship. This pioneering achievement guarantees both legal protection and promotes self-reliance for individuals with disabilities by issuing guardianship certificates to all eligible adults under the National Trust Act.
Central to this remarkable progress is the Thalir Buds Rehabilitation Centre, proudly established by the Velur panchayat in 2023. Constructed with an investment of ₹80 lakh, this facility has blossomed into a vital hub for empowerment. it offers an impressive array of 26 different vocational training programs, teaching valuable skills like making squash, jam, LED bulbs, decorative LED stars, and various crafts, empowering disabled individuals with essential livelihood capabilities.
Beyond vocational skills, the center extends its support through therapeutic services, computer education, and certified vocational courses for both persons with disabilities and their dedicated caregivers. The products created during these training sessions are then sold, with the proceeds thoughtfully distributed among the students. Additionally, the center incorporates agricultural therapy, including vegetable cultivation and seasonal flower farming, further nurturing their path to self-sufficiency.
Velur panchayat’s commitment extends further than just disability inclusion; it has also achieved significant advancements in palliative care. Every day, a dedicated team, comprising a palliative nurse and ASHA (Accredited Social Health Activist) workers, visits bedridden patients in their homes, providing crucial medical and emotional support. With 17 ASHA workers, a staff nurse, two assistant pharmacists, a lab assistant, and six wellness centers, the panchayat ensures that comprehensive community health services are readily available to its residents.
By seamlessly integrating legal empowerment, vital rehabilitation services, practical livelihood training, and comprehensive healthcare, Velur has truly set a shining example of inclusive governance. This remarkable achievement showcases how a local administrative body can genuinely transform lives and build a more compassionate community.
