A cornerstone of the development plan is the new 3×800 MW thermal power facility at Pirpainti, Bhagalpur, for which Mr. Modi laid the foundation stone. This monumental project, valued at ₹25,000 crore, represents Bihar’s largest-ever private sector investment.

Another significant inauguration was the new Arariya to Galgalia rail line, a substantial investment of ₹4,410 crore, set to streamline regional transport.
A train service on the Araria–Galgalia (Thakurganj) section was also launched, creating direct rail links between Araria and Kishanganj districts and vastly enhancing accessibility throughout northeastern Bihar.
Further enhancing passenger experience, the Vande Bharat Express was introduced on the Jogbani to Danapur route, promising direct benefits for numerous districts including Araria, Purnea, Madhepura, Saharsa, Khagaria, Begusarai, Samastipur, Muzaffarpur, Vaishali, and Patna.
In addition, Amrit Bharat Express services were inaugurated, connecting Saharsa to Chheharta (Amritsar) and Jogbani to Erode, further expanding the railway network’s reach.
Beyond infrastructure, the Prime Minister also engaged in heartwarming Griha Pravesh (house-warming) ceremonies, symbolically handing over keys to thousands of beneficiaries. This included 35,000 rural families under the Pradhan Mantri Awaas Yojana-Gramin and 5,920 urban families under the Pradhan Mantri Awaas Yojana-Urban.
Demonstrating a commitment to grassroots empowerment, Mr. Modi also disbursed approximately ₹500 crore in community investment funds to various cluster-level federations (CLFs) as part of the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission in Bihar, personally presenting cheques to several CLF heads.
PM Modi Criticizes RJD and Congress Over Bihar’s Governance
During his address, Prime Minister Modi sharply criticized the Rashtriya Janata Dal (RJD) and Congress, accusing them of past misgovernance in Bihar. He asserted that the women of Bihar would deliver a strong response in the upcoming Assembly elections.
Speaking at a rally in Purnea, Mr. Modi further alleged that the opposition had patronized infiltrators within the state, promising that the NDA government would ensure their removal. He condemned the RJD government for its perceived neglect of the crucial Seemanchal regions and overall state development, stating, “They exploited and betrayed the very soul of Bihar.”
He reiterated his point, emphasizing that “Bihar had endured significant hardship under the misgovernance of the RJD and the Congress. They seem unable to accept the state’s progress. Our mothers and sisters will undoubtedly give the opposition a fitting reply in these elections.”
The Prime Minister firmly asserted Bihar’s historical and ongoing importance, stating that the state has consistently been a pivotal force in India’s development, safety, and security.
Accusing leaders from the RJD and Congress of prioritizing their own families, Mr. Modi highlighted his government’s philosophy of ‘Sabka Saath Sabka Vishwas’ (With everyone, for everyone’s trust), emphasizing inclusive governance.
He declared his personal motto as a commitment to “support the poor people.”
Concluding his remarks on the opposition, Mr. Modi stated, “The Congress and the RJD simply cannot stomach Bihar’s advancements. They resort to ridiculing the state’s development.”
