On Sunday, September 22, 2025, the Meerut district administration intervened to prevent a Gurjar Mahapanchayat from proceeding, citing a lack of official permission. This intervention reportedly led to confrontations, with some community members allegedly resorting to stone-pelting against the police attempting to disperse the gathering.
While authorities denied any stone-pelting had occurred, a formal complaint was lodged against 22 identified individuals and several others implicated in the incident.
Police sources indicated that the Mahapanchayat, planned for Kapsad village, aimed to address critical issues for the Gurjar community, including the removal of a sign bearing the name of Rajput ruler Mihir Bhoj and advocating for increased political representation.
Despite these intentions, the district administration withheld permission for the event. Consequently, a significant police presence, including personnel from the Provincial Armed Constabulary (PAC), was deployed across Dadri and its environs leading up to Kapsad to manage the anticipated assembly.
The situation escalated when police detained several individuals, notably Ravindra Bhati, the national president of the Rashtriya Veer Gurjar Sangharsh Samiti, near the Dadri Morh intersection on National Highway 58.
Eyewitnesses from the local community reported that the crowd, incensed by the detentions, began throwing stones at the police. The tension further intensified with the arrival of Abhinav Motla, a Dadri resident, accompanied by over 200 men, which precipitated a direct clash with the authorities.
Further claims from locals suggest that stone-pelting incidents also occurred near the railway line on the Dadri-Mandora road before police successfully dispersed the agitated gathering.
However, SP (City) Ayush Vikram Singh offered a different account, stating, “Police had intelligence that certain individuals intended to organize a rally under the guise of a Mahapanchayat, aiming to disrupt public order. To uphold law and order, several individuals were taken into custody. No stone-pelting occurred. Our officers effectively managed the situation and dispersed the crowd.”
He added that “police are actively reviewing viral videos of the incident to identify those responsible. A First Information Report (FIR) has been registered, and multiple teams are investigating the matter thoroughly.”
