Shimla: In a significant move to bolster its animal husbandry sector, the Himachal Pradesh government unveiled the ‘Pashu Mitra Policy-2025’ on Saturday. This initiative aims to increase local community involvement in animal healthcare, improve veterinary services, and promote breed improvement for cattle and other domestic animals.
Under this progressive policy, the state plans to train and appoint 1,000 young individuals from rural areas as ‘Pashu Mitras’. These local representatives will serve as a vital link between veterinarians and farmers, particularly in remote regions where access to veterinary services is limited.
An official spokesperson for the Animal Husbandry Department highlighted the policy’s dual benefit: addressing the immediate health needs of livestock and creating local employment opportunities. “The engagement of a ‘pashu mitra’ from the local community will ensure better participation of communities in livestock management and, at the same time, provide local livelihood opportunities and open avenues for employment,” the spokesperson stated.
Selected ‘pashu mitras’ will be stationed at specific veterinary institutions, ensuring a consistent local presence. They will receive a monthly honorarium of ₹5,000 for working approximately four hours a day.
Beyond direct healthcare support, these ‘pashu mitras’ will also play a crucial role in raising awareness among locals about critical issues affecting the animal husbandry sector, including man-animal conflicts and the management of stray cattle.
The eligibility criteria for ‘pashu mitra’ positions require candidates to be residents of the concerned gram panchayat or urban local body. Their responsibilities will include managing liquid nitrogen containers, assisting with animal procedures, and ensuring the safety and handling of large animals like cows and buffaloes.
