Kerala’s Finance Minister, K.N. Balagopal, has given the green light to a substantial allocation of ₹25.57 crore for a crucial infrastructure project. This funding is specifically designated for acquiring the necessary land to widen the Mundur-Puttekkara section of the Thrissur-Kuttippuram State Highway, transforming it into a modern four-lane road, according to MLA Xavier Chittilappilly.
For years, this 1.8-kilometer stretch has been a notorious trouble spot for commuters, infamous for its narrow confines, persistent traffic jams, and a high incidence of accidents. The upcoming four-lane expansion is a much-anticipated solution designed to significantly improve traffic flow and enhance safety for all road users.
Fair Compensation for Affected Parties
The approved sum isn’t just for land purchase; it’s a comprehensive package. It meticulously covers the cost of land itself, fair compensation for any structures or buildings located on the acquired plots, and reimbursement for valuable fruit-bearing trees. Furthermore, robust rehabilitation and resettlement packages are included to support those displaced by the development.
A total of approximately 177 cents of land will be acquired. The land value has been set at around ₹5.5 lakh per cent. With the addition of a 100% solatium, the effective compensation per cent will be roughly ₹11 lakh. On top of this, a 12% interest will be paid, calculated from April 2024 – the date of the 4(2) notification was issued – until the payment is disbursed.
Breaking down the compensation further, ₹3.4 crore has been allocated for affected buildings, ₹20 lakh for trees, and ₹23 lakh is dedicated to comprehensive rehabilitation and resettlement efforts.
The next critical step involves the transfer of these funds from the Public Works Department to the Revenue Department. Once this transfer is complete, the 19(1) notification can be officially issued, marking the commencement of the final stage of the land acquisition process and bringing the project closer to realization.
