In a strong statement issued on Thursday, October 30, 2025, the Congress party accused the ruling ‘trouble-engine NDA government’ in Bihar of failing to protect women, claiming that crimes against them have reached unprecedented levels. The party questioned Prime Minister Narendra Modi’s moral authority to seek votes from women in Bihar amidst such escalating concerns.
The Opposition further declared that the people of Bihar have firmly decided on a change in leadership, vowing to oust the current government through their votes in the upcoming Assembly polls.
Jairam Ramesh, Congress general secretary in-charge of communications, highlighted that while Prime Minister Modi addresses election rallies in Bihar, appealing to women for their support, the reality on the ground is starkly different. Ramesh stated that under the current administration, the state’s daughters are left vulnerable, with sexual violence and other crimes against women reaching their peak.
He alleged a daily increase in the graph of sexual crimes, contrasting it with a noticeable decline in the government’s sensitivity towards these issues. Ramesh recounted a particularly distressing incident from May of the same year, where an 11-year-old Dalit girl, a victim of severe brutality, was brought to Patna Medical College and Hospital. Tragically, she was denied a bed for eight hours and ultimately passed away in the ambulance.
Ramesh criticized the Prime Minister for delivering speeches filled with ‘false promises,’ momentarily entertaining the public before departing, without addressing the pressing issue of atrocities against women. He pointed out that this silence is especially concerning given the serious allegations against ministers within Modi’s own government.
The Congress leader cited the infamous 2018 Muzaffarpur shelter home scandal, where over 34 minor girls suffered prolonged sexual exploitation. He noted that the investigation implicated the husband of then-minister Manju Verma, leading to her resignation. Despite this, she received an election ticket in 2020, and her son is now contesting from the same constituency.
Ramesh also brought up a recent incident this month in Cheria Bariarpur, Begusarai, where the semi-naked body of a 13-year-old girl was discovered in a pond behind former minister Manju Verma’s residential complex. Initial reports suggested that the minor was sexually assaulted before being murdered.
Given these numerous incidents, Ramesh challenged Prime Minister Modi’s moral standing to solicit votes from the women of Bihar. He reiterated that the people of the state are determined to bring about change and are resolved to remove the current government through their ballots.
These comments by Mr. Ramesh followed Prime Minister Modi’s accusations that Congress and RJD leaders were disrespecting ‘Chhathi Maiyya’ to secure votes in the Bihar elections, a perceived insult for which, Modi claimed, the people of the state would not forgive them. This exchange came after Congress leader Rahul Gandhi had previously alleged that the Prime Minister’s planned dip in the Yamuna during Chhath Puja in Delhi was merely a ‘drama’.
