The Kerala State Electricity Regulatory Commission (KSERC) has announced a series of in-person public hearings this month to discuss its eagerly awaited draft renewable energy regulations. These crucial sessions will take place across four key locations.
The first hearing is scheduled for October 22 in Thiruvananthapuram, followed by a session in Ernakulam on October 28. Residents in Palakkad and Kozhikode will have their turn on October 29 and 30, respectively.
Earlier this year, in July, the commission conducted extensive online hearings on the ‘Draft – Kerala State Electricity Regulatory Commission (Renewable Energy and Related Matters) Regulations, 2025’, spanning 15 sessions over six days. However, the Domestic On-Grid Solar Prosumers Forum intervened by filing a Public Interest Litigation (PIL) with the Kerala High Court, advocating for a hybrid hearing format. Responding to this, the High Court issued an order on July 28, directing the commission to facilitate physical hearings in the four specified locations.
For these upcoming in-person sessions, KSERC has stated that preference will be given to individuals and organizations who did not have the opportunity to participate in the previous online hearings. Registration for these sessions is now open and can be completed via the commission’s official website.
The commission had previously taken the matter to the Supreme Court by filing a Special Leave Petition. Nevertheless, KSERC emphasized its decision to proceed with these hearings, highlighting that the existing regulations have expired. Any further delay in implementing the new framework would create significant uncertainty for renewable energy development across the state.
