Making his first public statement on the tragic death of an Indian Police Service (IPS) officer, Haryana Chief Minister Nayab Singh Saini assured the grieving family on Saturday, October 11, 2025, that they would receive justice.
The officer, 52-year-old Y. Puran Kumar from the 2001 batch of the IPS, tragically died by suicide at his Chandigarh home in Sector-11 on Tuesday, October 7, 2025. He left behind a “final note” detailing his circumstances.
The Bharatiya Janata Party (BJP) government in Haryana is currently facing significant criticism from opposition parties regarding the officer’s death, with many leaders demanding an independent and thorough investigation.
Speaking to BJP workers in Panchkula, Chief Minister Saini acknowledged that Mr. Kumar’s family has expressed a clear desire for justice.
“I have stated that we will thoroughly investigate this matter, and anyone found responsible will face appropriate action, regardless of their position or influence,” the Chief Minister affirmed.
He also confirmed that he has directly communicated with the deceased officer’s wife, Indian Administrative Service (IAS) officer Amneet P. Kumar.
Adding further, Saini stated, “We are also in continuous communication with the central government to help resolve this critical issue.”
Mr. Saini urged opposition parties to refrain from politicizing the sensitive matter. He reiterated, “If the family of the deceased believes that an injustice has occurred, we are committed to ensuring they receive justice.”
The Chief Minister emphatically declared, “Justice will be served for the family.”
While calling Puran Kumar’s death deeply unfortunate, Mr. Saini mentioned that he had arranged for two officers to accompany the deceased’s wife on her journey back to India from Japan, immediately after she was informed of her husband’s passing.
Amneet Kumar had been part of a three-day delegation visit to Japan, led by Chief Minister Saini, when she received the devastating news of her husband’s suicide in Chandigarh.
She has publicly stated that her husband’s death was a consequence of “systematic persecution” at the hands of high-ranking officers.
Upon his return from Japan, Mr. Saini personally met Amneet Kumar in Chandigarh to offer his condolences.
Based on the deceased officer’s “final note,” the Chandigarh Police officially registered a First Information Report (FIR) on Thursday, October 9, 2025. The charges include abetment to suicide and relevant provisions under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
The extensive eight-page “final note” written by Puran Kumar explicitly mentions several senior IPS officers. It specifically points to Haryana Director General of Police (DGP) Shatrujeet Kapur and Rohtak Superintendent of Police (SP) Narendra Bijarniya, accusing them of harassment and defamation.
In response, the Chandigarh Police formed a six-member Special Investigation Team (SIT) on Friday, October 10, 2025, tasked with conducting a swift, unbiased, and comprehensive investigation into the incident within a specified timeframe.
The SIT will be headed by Chandigarh’s Inspector General (IG) Pushpendra Kumar.
In her formal complaint lodged with the Chandigarh Police on Wednesday, October 8, 2025, Amneet Kumar called for an FIR against Kapur and Bijarniya. The complaint cites Section 108 of the Bharatiya Nyaya Sanhita (abetment to suicide) and relevant clauses of the SC-ST Act, demanding their immediate apprehension.
Puran Kumar’s “final note” reportedly names eight senior IPS officers in total, including Kapur and Bijarniya.
According to police reports, a “will” and the critical “final note” were among the items discovered at the scene where the officer’s body was found on Tuesday, October 7, 2025.
