Emphasizing the upcoming Bihar assembly elections as an event of “national impact,” the Congress party took center stage on Thursday, October 9, 2025, by releasing a comprehensive 42-page ‘chargesheet’ against Chief Minister Nitish Kumar’s government. The detailed document meticulously outlines allegations that 20 years of rule by the National Democratic Alliance (NDA) have brought about “destruction” across the state.
This critical booklet, dramatically named ‘Bees Saal Vinaash Kaal‘ (Twenty Years of Destruction), was launched at the historic Sadaqat Ashram in Patna, the headquarters of the Bihar Pradesh Congress Committee. The event was attended by prominent party figures, including AICC national general secretary Jairam Ramesh and former chief ministers Ashok Gehlot of Rajasthan and Bhupesh Singh Baghel of Chhattisgarh.

During his address to reporters at the launch, Mr. Ramesh vehemently claimed that corruption was rampant within the NDA government, which he asserted was “run through remote control from outside Bihar… Delhi and Nagpur (RSS headquarters).”
He further elaborated, “This so-called double engine thrives on the spoils of power (sattaa ki malaai),” stating that “Bihar has regressed significantly over the past two decades in areas such as health, education, and employment generation, alongside a noticeable surge in corruption and crime.”
Mr. Ramesh also humorously alluded to Chief Minister Nitish Kumar’s frequent political realignments, quipping, “We do acknowledge that these 20 years have included brief periods of ‘palti‘ (flip),” a clear jab at the JD(U) president who has twice partnered with the RJD-Congress coalition in the last decade.
Additionally, Mr. Ramesh accused the central ruling Bharatiya Janata Party (BJP) of being “opposed” to social justice, alleging their involvement in legal challenges to Bihar’s caste survey.
He explained, “Despite Nitish Kumar’s return to the NDA, the increase in quotas for weaker sections, which was later annulled by the Patna High Court, was not included in the ninth schedule of the Constitution. Previously, when reservations were raised to 69 percent, they were protected from judicial intervention because the government led by then Prime Minister P.V. Narasimha Rao, with former Congress president Sitaram Kesri as the social welfare minister, had ensured the legislation’s inclusion in the ninth schedule.”
While addressing the press, the Congress leaders remained tight-lipped regarding the specific seat-sharing arrangements within the INDIA bloc, which comprises the Congress, RJD, various Left parties, and several other smaller political groups.
“We are consistently engaged in discussions with our alliance partners. We are scheduled to meet again today, and in a few days, we will make all details public. We will also present our manifesto,” stated Bihar Congress president Rajesh Kumar, who was present at the conference.
Mr. Baghel characterized the NDA government in Bihar as “a double engine with failing pistons, consequently emitting a lot of smoke.”
Echoing these sentiments, Mr. Gehlot critically questioned the effectiveness of the recently launched Mukhyamantri Mahila Rojgar Yojana, asserting that Bihar’s government had failed to implement adequate measures for a robust healthcare system, contrasting it with the successful model he oversaw in Rajasthan.
