Uttarakhand’s Landmark Education Reform: Mainstreaming Madrasas into the State Board

The Uttarakhand Minority Education Bill, 2025, marks a historic stride in integrating minority education within India. Following approval by the Governor of Uttarakhand, this legislation mandates that all madrasas and other minority schools disband their existing Madrasa Board. Instead, they must now affiliate with the Uttarakhand Board of School Education. This pivotal change is designed to bring minority educational institutions into the state’s mainstream education system, aligning them with the National Curriculum Framework (NCF) and the New Education Policy (NEP) 2020.

Background: The Need for Reform

For several decades, numerous minority educational institutions in Uttarakhand operated under the state Madrasa Board, adhering to curricula that diverged from those followed by mainstream schools. While this framework allowed for the teaching of religious and cultural subjects, it also led to inconsistencies in standardization, accountability, and overall educational quality. The government recognized the critical need to bridge this educational gap, ensuring that children attending minority schools receive fair access to modern education, while still honoring the distinct cultural and religious elements of their learning.

What Will Change?

Abolition of the Madrasa Board: This bill dissolves the Madrasa Board, positioning Uttarakhand as the first Indian state to formally integrate minority educational institutions directly under its mainstream school education system.

Recognition by Minority Education Authority: All minority institutions, including madrasas, are now required to seek official recognition from the Uttarakhand Minority Education Authority. This process ensures that schools meet essential standards for infrastructure, teacher qualifications, and curriculum implementation.

Mandatory Affiliation with State Board: Once recognized, these institutions will affiliate with the Uttarakhand Board of School Education. This affiliation will enable students to sit for state-recognized examinations and ensure smoother transitions to higher education pathways.

Implementation of Modern Curriculum: Starting from the 2026-27 academic session, all minority schools must adopt the National Curriculum Framework (NCF) and adhere to the guidelines set forth by the NEP 2020. These policies emphasize holistic, competency-based, and inclusive education.

Focus on Equal Opportunities: The new law is committed to guaranteeing that children from all communities across Uttarakhand have equal access to quality education, thereby closing existing educational disparities and promoting greater social inclusion.

Expected Impact on Students and Schools

The bill is anticipated to bring about a wide-ranging transformation in minority education throughout Uttarakhand:

  • Improved Quality of Education: Standardized curricula and enhanced teacher training initiatives are expected to significantly elevate the academic standards within madrasas.

A Historic Move Towards Inclusive Education

Chief Minister Pushkar Singh Dhami has praised the bill as a monumental step towards establishing a uniform and modern education system across the state. He announced that beginning with the 2026 academic session, all minority schools will embrace the NCF and NEP 2020, thereby guaranteeing equal learning opportunities for every child, regardless of their community or social background. With this pioneering legislation, Uttarakhand sets a significant precedent for other states, effectively integrating minority institutions into the broader educational landscape while carefully preserving their unique cultural identities.
