
The University Grants Commission (UGC) has officially recognized 101 universities and 20 Category-1 institutions to offer Open and Distance Learning (ODL) programs for the academic year 2025-26, with the session kicking off in July-August 2025. In a further boost to flexible education, 113 universities have also been approved to provide a wide range of online courses, alongside 13 institutions focusing on specialized online learning (OL) programs.
This significant announcement follows the UGC’s open invitation for applications from eligible Higher Educational Institutions (HEIs) under the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, which includes all subsequent amendments. Only institutions that successfully met the stringent regulatory and quality benchmarks have been granted this recognition to deliver their ODL and online courses for the upcoming academic session.
No Prior AICTE Approval Needed for Most Universities
In a noteworthy development, the 578th Commission decision states that Central, State, and Private Universities are now exempt from requiring prior approval or a No Objection Certificate (NOC) from AICTE. This applies to undergraduate, postgraduate, or postgraduate diploma programs in fields such as Management, Computer Applications, and Travel & Tourism, offered through either ODL or online modes.
However, it is crucial for Deemed-to-be Universities to continue seeking prior approval, recommendations, or NOCs from AICTE before launching any such programs. For other programs regulated by different authorities, recognition has been based on approvals and recommendations from those specific bodies. All institutions are expected to rigorously adhere to all stipulated conditions, including student capacity, academic calendar, and other essential regulatory requirements.
Strict Compliance with UGC and Regulatory Guidelines
Higher Educational Institutions (HEIs) that have received UGC recognition are mandated to strictly follow specific program standards. These include:
- Entry-level qualifications for learners
- Approved modes of admission
- Defined minimum and maximum durations of programs
- The prescribed number of credits, all in accordance with the UGC Notification on Specification of Degrees, 2014, and the 2020 ODL regulations.
Additionally, universities must comply with policies concerning territorial jurisdiction and Learner Support Centres (LSCs), as clearly outlined in Annexures III and VIII of the 2020 regulations. This ensures that learners nationwide have access to comprehensive support and guidance throughout their ODL or online program journey.
Key Dates: Admission Deadlines and Data Submission
The UGC has set October 15, 2025, as the final date for student admissions into the newly recognized ODL and online programs. Institutions are also required to submit their admission data to the DEB Web Portal using a reverse API, a measure designed to ensure accurate tracking and full compliance.
All participating HEIs have submitted affidavits, affirming their complete accountability for the authenticity of the information provided and their adherence to all regulations. Any violation could lead to severe regulatory or legal repercussions, potentially affecting the academic and career paths of their students.
