On Friday, September 19, 2025, SAP, a leading German provider of enterprise application software and business AI, officially launched its innovative SAP Sovereign Cloud in India. This new offering is set to significantly enhance the safety and security of India’s digital landscape, particularly for its most sensitive sectors.
Designed to fully comply with India’s National Information Security Policy & Guidelines (NISPG), the SAP Sovereign Cloud empowers governmental bodies and regulated industries to embrace cutting-edge cloud and AI technologies. Crucially, it ensures they maintain absolute control over their highly sensitive data and critical systems, as announced by SAP in New Delhi.
In a rapidly evolving global environment marked by unprecedented AI-driven innovation, the SAP Sovereign Cloud in India is poised to elevate cloud security and operational independence. It offers four crucial dimensions of control: data sovereignty, operational sovereignty, technical sovereignty, and legal sovereignty. These combined capabilities enable Indian organizations in regulated sectors to forge a secure, compliant, and resilient digital ecosystem, built upon a foundation of continuous innovation.
Strengthening India’s Digital Future
Speaking at a media conference, Martin Merz, President of SAP Sovereign Cloud, highlighted the strategic importance of this launch: “Digital sovereignty is vital for public sector and regulated industry customers, providing them with a secure, resilient, and future-ready foundation for sustained growth.”
He further emphasized SAP’s commitment to India’s burgeoning role as an innovation hub, stating that the new offering grants public enterprises the flexibility to adopt cloud and AI solutions while maintaining complete autonomy over their data and operations.
SAP describes its Sovereign Cloud as a comprehensive, full-stack framework encompassing infrastructure, platform, applications, and AI. This robust design integrates SAP’s proprietary sovereign controls with an open-source foundation, offering both adaptability and innovation while adhering to the most stringent sovereignty standards. Clients will benefit from a variety of deployment options, including on-site solutions within their own data centers and a hyperscaler-based alternative in collaboration with Amazon Web Services (AWS). These choices are tailored to align precisely with each client’s specific sovereignty and operational demands.

Indian Talent to Drive Sovereign Cloud Initiatives
SAP’s leadership confirmed that dedicated teams, exclusively composed of Indian nationals, based in Bengaluru and Gurugram, will be at the forefront of these sovereign cloud initiatives for India. Oliver Beck, Chief Technology Officer for SAP Sovereign Cloud, noted that an initial team of 35 individuals has already been established, with plans for this workforce to expand into the triple digits within the next three years.
Globally, SAP currently offers Sovereign Cloud solutions in ten regions, including the U.S. and Europe, backed by a significant €20 billion investment dedicated to the worldwide deployment of these offerings.
