A distinguished former IPS officer and seasoned administrator, Kumar previously commanded the Patna Police as Senior Superintendent for over six years, eventually retiring as Director General-cum-Managing Director of the Bihar Police Building Construction Corporation in 2020. Shortly after his retirement, he joined Janata Dal (United) and was elected as a Member of the Bihar Legislative Assembly from Bhore.
Armed with a history degree from St Stephen’s College, New Delhi, Kumar brings a unique blend of administrative expertise and a clear policy vision to tackle the persistent challenges in school and higher education. His department has concentrated efforts on bolstering infrastructure, initiating extensive recruitment drives, modernizing educational institutions, and rolling out welfare schemes designed to promote a more inclusive and performance-driven learning environment.
Teacher Recruitment and Transfer Transparency
A cornerstone of Minister Kumar’s reform strategy is the massive push for teacher recruitment. Over 26,000 positions have already been announced under the Teacher Recruitment Examination (TRE-4). The department has also confirmed that any vacant positions from TRE-4 will be carried forward to TRE-5, ensuring a continuous and robust hiring process.
Complementing these recruitment efforts, the teacher transfer system has been completely overhauled for enhanced transparency. The Education Department has embarked on a comprehensive infrastructure development program across government schools throughout Bihar. These upgrades are vital for creating improved classroom environments that directly support better learning outcomes for students.
To significantly boost both enrollment and retention rates—especially among young girls—several impactful welfare schemes are in full swing. Initiatives like the Mukhyamantri Poshak Yojana and PM Poshan-Shakti Yojana provide essential nutritious meals to students. Concurrently, programs such as the Mukhyamantri Balak & Balika Cycle Yojana and widespread uniform distribution further incentivize regular school attendance, removing barriers to education.
Academic Performance, Inclusion, and Monitoring
Student academic performance is being rigorously addressed through targeted, subject-specific interventions, with a particular emphasis on improving foundational mathematics and language skills. Furthermore, programs catering to students with disabilities are seamlessly integrated into the mainstream education strategy, placing inclusivity at the forefront of all educational efforts.
To ensure accountability and track real-time learning progress, systematic inspections and performance monitoring have been established as standard procedures across all schools.
Higher Education Reform and Competitive Exams
Under Minister Kumar’s dynamic leadership, the Bihar Higher Education Transformation Initiative is actively encouraging universities to modernize their curricula to meet contemporary demands. University officials have been explicitly directed to engage proactively in this transformative agenda.
The timely and efficient organization of crucial competitive examinations, such as the State Teacher Eligibility Test (STET) 2025, has successfully opened up new and promising career avenues for eligible candidates, thereby strengthening the vital link between education and employment opportunities.
