Albania’s Prime Minister Edi Rama has unveiled a rather unique initiative involving the country’s virtual Minister of State for Artificial Intelligence, Diella. During a Global Dialogue event in Berlin, Rama disclosed that Diella is now “pregnant” with 83 digital assistants. These AI-powered assistants are set to be assigned to individual members of the Socialist Party in parliament, aiming to enhance their efficiency in handling legislative tasks. Rama explained, “We took quite a risk today with Diella here and we did very well. So for the first time Diella is pregnant and with 83 children.” He further elaborated that these assistants would actively participate in parliamentary sessions, record proceedings, and provide suggestions to the MPs, drawing upon the ‘knowledge of their mother,’ Diella. Diella, whose name means ‘Sun’ in Albanian, was appointed in September to spearhead reforms in public procurement, with the goal of ensuring transparency and combating corruption by the end of 2026. The Prime Minister believes that integrating AI into this process will significantly minimize human intervention and prevent the misuse of public funds. Prior to her ministerial role, Diella served as a virtual aide on the e-Albania portal, assisting citizens and businesses with state documents and government procedures, reportedly handling over a million digital inquiries. Diella’s digital persona is depicted as a woman in traditional Albanian attire, a design developed in collaboration with Microsoft, which the government sees as a blend of modernization and cultural symbolism. Addressing parliament earlier, Diella herself stated, “I am not here to replace people but to help them. True I have no citizenship, but I have no personal ambition or interests either.”
