A Year On: North Carolina Students Still Reeling from Hurricane Helene’s Impact

Hurricane Helene’s brutal passage through western North Carolina a year ago left a trail of devastation, uprooting thousands of students and destroying countless homes. The Appalachian region, once believed to be a refuge from severe weather, was unexpectedly battered by relentless floods, landslides, and powerful winds. The storm’s impact was far more extensive than just physical damage, leaving children to contend with profound instability, interrupted schooling, and lasting emotional trauma. Reports indicate that over 2,500 students were directly identified as homeless in Helene’s wake.

For many, the return home meant navigating the skeletal remains of once-familiar spaces, where exposed wiring and shattered walls served as stark reminders of everything they had lost. Months later, sunlight still pierced through makeshift tarps covering broken windows, highlighting the stark absence of normalcy. In classrooms, the echoes of ruined homes lingered, with children experiencing waves of panic and anxiety at the slightest triggers, carrying the fragments of disaster into their daily lives.

Families Face an Uphill Battle for Stable Housing

Across the entire region, these poignant stories were tragically common. Students often attended classes long before their families could find stable ground, with many living in motels, temporary campers, or crowded into relatives’ homes. For low-income families in rural areas, existing challenges like food insecurity and the scarcity of affordable housing only intensified the difficulties of recovery. A public policy professor from the University of North Carolina at Chapel Hill noted that many children were robbed of the opportunity to truly heal from the ordeal.

Some families endured months of constant uncertainty, shifting from one temporary lodging to another, battling cold and damp conditions while desperately trying to maintain their children’s school attendance amid the chaos. Others were forced to split up, moving between various relatives, friends, and hotels, all while living with an ever-present fear ignited by even minor rain or storms.

Schools and Infrastructure Face Prolonged Disruption

The physical destruction caused by Helene was staggering. Over 73,000 homes sustained damage, and essential services like electricity and water were unavailable for weeks, leading to widespread school closures. In Yancey County alone, students missed more than two months of classes due to these storm-related disruptions, further exacerbated by snow days, underscoring the severe toll on education.

Student displacement wasn’t confined to specific counties. Research reveals that after natural disasters, students frequently end up in unstable living situations—on couches, in shelters, or sharing homes—conditions that are legally defined as homelessness. Helene’s repercussions mirrored those seen after Hurricane Maria in Puerto Rico and the 2023 Maui wildfires, with North Carolina counties reporting alarming increases in students lacking permanent housing. For example, Yancey County saw its number of homeless students soar from 21 to 112 in the subsequent school year, with the majority directly attributed to the hurricane.

Temporary Solutions and Gaps in Federal Support

Temporary enrollment in different school systems became a necessary adaptation, with some students commuting to distant schools until their home communities could rebuild. While federal initiatives, such as the ‘McKinney-Vento Homeless Assistance Act,’ offer support for transporting and tutoring displaced students, funding limitations meant many districts were unable to access aid immediately after Helene. This left a significant portion of affected children without crucial resources when they needed them most.

The Lingering Emotional Toll

The mental and emotional strain of displacement weighed heavily on many. Students described the immense difficulty of balancing academic responsibilities with part-time jobs, all while constantly relocating after their homes were flooded. Even as families eventually found more stable housing, the persistent stress negatively impacted school performance and daily routines. In some instances, the cramped conditions of living with relatives heightened feelings of grief and anxiety, though families also reported a gradual adaptation and strengthened bonds forged through shared adversity.

A Year of Unresolved Uncertainty

In western North Carolina, the year since Hurricane Helene struck has painfully illuminated the precarious nature of stability for students in the face of natural disasters. While the debris may be cleared and schools may have reopened, the long-term consequences on learning, overall well-being, and a fundamental sense of security continue to ripple through affected communities. Helene’s true legacy is not solely measured in damaged homes, but in the disrupted childhoods and the ongoing, uphill battle to reclaim normalcy in a region consistently challenged by nature’s fury.
