In recent years, the discussion around free speech and open expression on university campuses has become increasingly vital. As global political tensions rise, particularly concerning conflicts in regions like Palestine, Sudan, and Ukraine, campuses often become arenas for intense debate and protest. This constant push and pull between individual freedoms and maintaining a respectful campus environment is a significant challenge. To shed light on how U.S. institutions navigate these complexities, the Foundation for Individual Rights and Expression (FIRE), in collaboration with College Pulse, conducts its highly regarded annual College Free Speech Rankings, providing a detailed look at the state of open discourse in higher education.

The 2025 survey gathered insights from over 68,500 undergraduate students across 257 diverse colleges, offering a unique, student-centric perspective on the health of free speech and debate in American higher education. The findings were largely concerning, with a staggering 166 institutions receiving an “F” grade for their speech environment, and only a select 11 managing a “C” or better. Worryingly, more than half of all U.S. students (53%) reported discomfort in having ‘open and honest’ discussions about the Israeli-Palestinian conflict, and many now oppose inviting controversial speakers from either political extreme. Amidst this challenging landscape, a distinguished group of 10 colleges consistently stands out for their unwavering commitment to fostering genuine intellectual freedom.

Since 2020, these 10 institutions have proven remarkably resilient in cultivating vibrant open dialogue, fostering constructive debate, and promoting tolerance for a wide spectrum of viewpoints. Let’s delve into what makes these colleges champions of free speech.

Claremont McKenna College (CMC)

A consistent leader, Claremont McKenna College has been recognized twice as the top-ranked institution for free speech. Students here express a high comfort level in discussing even the most sensitive political topics. CMC serves as a benchmark for fostering an excellent speech environment, demonstrating a profound dedication to open debate and intellectual diversity through its steady performance.

Purdue University

Purdue University’s enthusiastic adoption of the Chicago Principles has solidified its reputation as a place where unfettered inquiry is deeply valued. This institution consistently demonstrates that even large public universities can excel in promoting free expression among their community members.

University of Chicago (UChicago)

The University of Chicago is frequently lauded as a prime example of how well-defined and consistently applied policies can cultivate a thriving culture of open discourse. As the origin of the foundational Chicago Principles, UChicago has historically championed intellectual freedom and the robust exchange of ideas.

Michigan Technological University

Dispelling the myth that only liberal arts colleges can foster open discourse, Michigan Tech, a smaller STEM-focused institution, has consistently maintained its position among the top free speech campuses since 2020, proving its dedication to intellectual openness.

University of Colorado Boulder (CU Boulder)

Standing out as a beacon among large public universities, CU Boulder consistently earns high marks for free speech. Its sustained strong performance highlights that even politically varied campuses can nurture healthy debate when institutional leadership actively champions open dialogue and expression.

North Carolina State University

North Carolina State University has earned its place by advocating for institutional neutrality and valuing a broad spectrum of student perspectives. This quietly successful institution has skillfully navigated the challenges often faced by its peers, consistently promoting an environment conducive to free expression.

Florida State University (FSU)

Students at Florida State University consistently report a higher degree of comfort in expressing their views on campus compared to those at many other large state universities. FSU has effectively demonstrated that a sizable institution can successfully integrate its scale with policies that actively support free speech.

University of Virginia (UVA)

Since 2020, the University of Virginia has consistently achieved high rankings for free speech on its campus, particularly in its ability to foster constructive dialogues on highly divisive topics. UVA’s deep historical roots as a birthplace of American democratic ideals are clearly reflected in its ongoing commitment to academic freedom and open discourse today.

George Mason University (GMU)

Situated in the dynamic and often politically charged Washington, D.C. metropolitan area, George Mason University is distinguished by its willingness to accommodate a vast range of viewpoints. The university’s unique blend of left-leaning and libertarian traditions contributes to a vibrant atmosphere where active debate is not just tolerated but encouraged.

Kansas State University

Despite often being overlooked, Kansas State University consistently achieves above-average scores in FIRE’s rankings. Students at Kansas State particularly value the freedom to discuss contentious subjects without the apprehension of negative repercussions—a stark contrast to the experiences reported at many other institutions.

In a time when instances of speech suppression, canceled events, and even tacit acceptance of violence to stifle expression are becoming more frequent, the dedication of these 10 colleges to nurturing open dialogue represents far more than just successful policy implementation—it is a significant cultural triumph. These institutions powerfully demonstrate that through steadfast principles, visionary leadership, and a unified message, universities can continue to serve as essential strongholds of intellectual diversity, even as the landscape of free speech faces increasing challenges across the nation.
