The most reliable way to get the Moonlit mutation is during a night cycle or when Shooting Stars appear. The night cycle occurs at fixed times throughout the day: 20:30, 00:30, 04:30, 08:30, 12:30, and 16:30 ET (or 17:30, 21:30, 01:30, 05:30, 09:30, and 13:30 PT). These times are conveniently 30 minutes after every Cosmetic Shop restock, so you can use that as a handy reminder!
