Kerala is gearing up for a significant month-long voter registration drive, officially known as the Special Intensive Revision (SIR) of the voters’ list. This crucial phase is set to commence on Tuesday, November 4, 2025.
During this initial, month-long period, dedicated booth-level officers (BLOs) will conduct house-to-house visits across the state. Their primary task will be to distribute enumeration forms and assist residents with the registration process.
Every individual currently listed in the Election Commission of India’s (EC) voter database as of October 27, 2025, will receive two copies of the form. BLOs are on hand to provide guidance and ensure all necessary information is accurately recorded.
Once completed, BLOs will collect the filled forms and issue a confirmation receipt. Voters also have the convenient option of submitting their forms online. This enumeration phase is slated to conclude on December 4.
Following this, the draft electoral roll will be made public on December 9. The window for submitting claims and objections will then open, running from December 9 until January 8. Ultimately, the Election Commission of India (ECI) has scheduled the publication of the final voter list for February 7.
Amidst these preparations, the State government has scheduled an all-party meeting concerning the SIR for Wednesday, November 5. This meeting follows a Cabinet decision from last week, where several major political parties, notably excluding the BJP, voiced strong opposition to the SIR. Their concern stems particularly from the timing, as Kerala is also preparing for local body elections this year.
On Monday, November 3, Leader of Opposition V.D. Satheesan confirmed that the Congress-led United Democratic Front (UDF) would participate in the State government’s all-party discussion. Mr. Satheesan expressed his disapproval of the EC’s decision to proceed with the SIR in Kerala, highlighting that it overrides the concerns of local political parties and a recommendation from the Chief Electoral Officer (Kerala) to postpone the exercise until after the upcoming local body polls.
